Baltimore Mayor's Office Director of Special Projects Gary Brown suspended, placed on paid leave

April 11, 2019: Three senior-level officials at the Baltimore Mayor’s Office—Gary Brown, Jr., Poetri Deal and Afra Vance-White--were suspended and placed on paid leave on Tuesday, April 9, 2019. Brown is the Director of Special Projects at the Mayor’s Office, and he was paid an annual salary of $62,220 in 2018. Deal is the Deputy Director of the Mayor’s Office of Government Relations, and was paid $100,737 in 2018. Vance-White is the Director of External Affairs, and she was paid $117,300 in 2017. All three are Members of the Board of the non-profit organization Maryland Center for Adult Training Inc., or MCAT, a private career school located at 4910 Park Heights Avenue that trains nursing assistants. Baltimore Mayor Catherine Pugh, who is currently on a leave of absence from her position as Mayor, was previously the Chairman of MCAT. Brown is currently the Chairman of MCAT. Brown was previously an aide to Pugh when she was a Member of the Maryland House of Delegates, and Brown was a member of Pugh’s campaign staff in 2016. Pugh has been involved with MCAT for at least a dozen years as its director, chairman, resident agent and chief executive officer.
