James Helis appointed Superintendent, U.S. Merchant Marine Academy
June 29, 2012: James Helis was appointed on Monday, June 25, 2012, as the Superintendent of the U.S. Merchant Marine Academy at the U.S. Department of Transportation by Transportation Secretary Ray LaHood. Helis was most recently the Chairman of the Department of National Security and Strategy at the U.S. Army War College in Pennsylvania for the past eight years. Helis retired as a Colonel after a 30-year U.S. Army career. During his 30 years in the Army, Helis was an Army Ranger and Master Parachutist, and he was a veteran of the war in Afghanistan, where he was the Chief of Plans for the NATO International Security Assistance Force. He was also stationed in Belgium, Canada, Estonia, France, Germany, Haiti, Japan, Korea, Kuwait, Kyrgyzstan, Saudi Arabia, and Sweden. Helis received a doctorate of philosophy in international relations from Tufts University’s Fletcher School of Law and Diplomacy. He also holds masters degrees from the U.S. Army Command and General Staff College and the University of Pennsylvania,
